City of Eau Claire Auction Specifications:

Bidders please read the following City specifications that have been updated recently.

Bid items are sold “as is" with no warranty or guarantee.

Consideration of Bid: The City of Eau Claire reserves the right to reject any and all bids and to withdraw from sale any of the items listed.

Bidders: Due to the fact that the CVTC Server handles functions other than the auction site, please understand that bids are not recorded instantly. The system takes time to record your bid. Last minute bidders especially need to be aware of this problem. The City will only accept the bid from the auction notification that we receive from CVTC.

Proxy Bids: Due to ongoing problems with the auction software, it is advisable NOT to use the Proxy Bid option until this is resolved. If you do use Proxy, be aware that your bid may jump up to your maximum bid automatically.

Winner Notification: You are required to show proof that you are the actual winner of the auction item. Auction winners will receive notification by email from the Valley Surplus auction site stating that you have won the item. You will also receive a confirmation from the City of Eau Claire’s auction clerk giving you specific instructions on the price and pick up instructions. Please retrieve these notices from your message In-Box within the Auction Site Messagebase. Do not assume that you have won an item until you have received official notification from both sources. Print both emails and bring then with you to the City of Eau Claire Treasury Office when you come to pay.

Sales Tax: All auction winning bid amounts are subject to 5.5% sales tax. (If you are tax exempt, proof must be presented at time of payment)

Payment Procedure: Pay at the City of Eau Claire Treasury and present to the clerk your auction notifications that you receive from the auction site and from the City of Eau Claire’s auction clerk.        

Location: City Hall, 203 South Farwell Street in Eau Claire, Wisconsin 54701. Short-term parking spaces are available in the parking lot located behind the building. Entrance is located on the North side of the building that faces the Bank and Public Library. Proceed down the steps to the Customer Service counter located on the right.      

Treasury Hours: 8am to 5pm, Monday through Friday          

Acceptable Forms of Payment: Cash, Check, or Money Order        

Checks Payable To: City of Eau Claire. The bid amount is subject to 5.5% sales tax. Tax will be calculated when you come to make your payment. Please bring proof with you showing that you are the winning bidder of the item.

Release of Item: Items will be released only upon proof that payment has been made. The Treasury Department will give to you a paid receipt. Please bring this receipt with you to the location where you are picking up the item and show to the attendant.

Item Pick Up Instructions: Successful bidders are responsible for removal and loading of any and all property awarded to them from the place where the property is located. The City of Eau Claire will not assume responsibility for packing, loading, and shipping. You must bring enough manpower to lift and load the item you purchased into your vehicle, trailer etc. Each department has their own specific pick up instructions. Please read these instructions that are located within the item’s description above and/or in the email you receive from the auction clerk. It may be advised for winners to call ahead to confirm a pick up date/time to ensure staff availability. Any item not picked up within 10 days after the auction has ended, may be re-listed without notice. Neglecting to pay for, or make contact with us regarding pick up and payment, may result in bidder being removed from future auction biddings.

As-Is and Hold Harmless: Purchaser understands the City of Eau Claire sells all items "as-is" without any warranty or representations on the condition of the item(s) or its utility or safety for any actual or intended use and Purchaser further agrees to save, and hold harmless the City of Eau Claire, its officers, employees, agents, and representatives, from and against any and all claims, demands, losses, liability and costs (including attorney's fees) or expenses of any kind whatsoever which are connected with or are attributable to the item(s) purchased or obtained.
