Certification Requirements of the Wisconsin Technical College System Board
Each person employed by a district responsible for the delivery of classroom instruction or assisting in the management of one or more programs of a district must obtain instructional certification from the Wisconsin Technical College System Board (WTCSB). The Certification Officer will assist new employees in the certification process.
Certificates are awarded at no cost to instructors of credit courses meeting sixteen hours or more. Acceptance of the teaching assignment indicates willingness to complete WTCSB renewal requirements by the deadline date.
Adult and continuing education instructors of non-credit courses receiving state or federal aid must meet the same requirements for certification or meet the alternative certification criteria of the WTCSB. Certificates are not issued to adult and continuing education instructors of non-credit courses.
The following items must be completed and/or submitted to the Certification Officer upon hire:
1. Application for Employment.
2. Official transcripts to verify the following:
Academic subject teacher: Bachelor's Degree with a minor or 20 semester credits in the appropriate area.
Occupational subject teacher: Bachelor's degree or equivalent* with education or training preparing a person for the occupational area being taught.
*Educational equivalency:
A verifiable apprenticeship in the skilled trades and successful experience as a journeyman for a combined total of 7 years shall be equivalent to a bachelor's degree for certification purposes. The above plus a bachelor's degree shall be equivalent to a master's degree.
Occupational experience combined with education and training preparing a person for the occupation totaling 7 years or 14,000 hours shall be equivalent to a bachelor's degree. Each academic credit or equivalent credit shall be equal to 110 hours of occupational experience.
3. Verification of Occupational Experience:
Academic subject teacher: Twelve months (2,000 hours) in any field except education.
Occupational subject teacher: Twenty-four months (4,000 hours) as a fully qualified worker in the occupational area.
4. Renewal Requirements:
Adult and continuing education instructors are not awarded certificates; therefore, renewal is not required.
Part-Time Approval Certificates are awarded to instructors teaching one or two credit courses and employed less than 50% at CVTC. To renew, individuals must complete one of these options:
1) Two months of occupational experience related to the subject matter and ten hours (one unit) in any of the CVTC-approved in-service activities. OR 2) Two semester credits or equivalent CVTC-approved in-service activities.
Part-Time Provisional Certificates are awarded to instructors teaching more than two credit courses and employed less than 50% at CVTC. To renew, individuals must complete two semester credits or equivalent CVTC-approved in-service activities.
Provisional Certificates are awarded to individuals employed at CVTC 50% or more. To renew, individuals must complete six semester credits or equivalent CVTC-approved in-service activities.
Five-Year Certificates are awarded to individuals who have completed all of the WTCS requirements appropriate to their certification type. To renew, individuals must complete six credits of renewal activities as outlined in the District Plan of Activities for Professional Growth.
